League of Women Voters of Lancaster County

Continued action to support the League of Women Voters local and state positions on juvenile justice and this local position on criminal justice:
1977 - Support for the programs of Probation & Parole including, but not limited to,family counseling, guided group interaction, intensive probation, project turnaround, and volunteers in Probation & Parole.
1983 - Approves the concept of alternatives to incarceration. Goals include rehabilitation, reducing recidivism, lowering costs, and easing overcrowding in prisons making it more likely that violent offenders fulfill the length of their sentences.
1984 - LWVPA convention broadened by concurrence the juvenile justice position to include provisions relating to children and youth and child welfare. These changes reflect the interrelationship of the juvenile justice system and other child services systems in Pennsylvania.

1975 - Action in the community to implement these LWVLC land use goals:
1. Farmland should be preserved.
2. Environmentally critical areas must be monitored closely to be protected.
3. Recreational open space is badly needed in Lancaster County.
4. Areas of historical and archeological interest should be preserved.
5. Housing, particularly for low and middle income residents, is a pressing need in Lancaster County.
6. Industrial growth in the county should be channeled to appropriate areas.
7. The planning process in Lancaster County will be improved by further cooperation between county and local planning commissions, staff, and members.

Action on LWV positions regarding water quality with particular emphasis on working toward the reduction of pollution in the Chesapeake Bay as well as support for the County Water Resources Plan and the innovative work and outreach of the Lancaster County Clean Water Consortium.

Support the Lancaster County Library System's funding sources and their utilization:
1. The Lancaster County Library System should be supported financially at a level that is adequate to provide quality service to all residents of the county.
2. All possible sources of funding should be investigated and utilized, making use of all available volunteers.
3. It is important that local funding, including that of the school districts, be adequate to ensure maximum state aid to the Lancaster County Library System under current state law.

Support improvement in the health of Lancaster County residents through the creation of a Lancaster County Public Health Department.

The League of Women Voters takes action on an issue or advocates for a cause when there is an existing League position that supports the issue or speaks to the cause.

Positions result from a process of study. Any given study, whether it be National, State, or Local, is thorough in its pursuit of facts and details. As the study progresses, a continuing discussion of pros and cons of each situation occurs. Prior to the results of the study being presented to the general membership, study committee members fashion consensus questions that are then addressed by the membership.

Additional discussion, pro and con, takes place as members (not part of the study committee) learn the scope of the study. After the members reach consensus, the board forms positions based on that consensus.

It is the consensus statement -- the statement resulting from the consensus questions -- that becomes a position. Firm action or advocacy can then be taken on the particular issue addressed by the position. Without a position, action/advocacy cannot be taken.
